Transforming Businesses with Eldian Partners

Having sat on both sides of the negotiating table, we possess a deep understanding of how governments operate and what investors seek. This perspective—grounded in presidential-level negotiations, infrastructure finance, and political economy analysis—shapes the intelligence we provide.

We deliver ground truth, not consensus analysis, offering candid assessments based on direct experience in complex political environments. Our intelligence is specifically designed for decision-making purposes, not merely documentation. All our work is conducted with complete discretion.

Our Team

Noureddin Bongo, Founding Partner

Noureddin founded Eldian Partners to provide strategic intelligence and confidential counsel to investors and governments in emerging markets consulting. Between 2019 and 2021, he served as Coordinator General of Presidential Affairs for the Presidency of Gabon, one of the most senior coordinating roles in government. In this capacity, he led negotiations that secured $553 million in IMF financing, co-chaired the national economic transformation commission supervising 21 strategic task forces, and coordinated complex stakeholder relationships across government ministries, international partners, and private sector institutions. His earlier career focused on infrastructure finance and economic transformation, including supervisory roles in major agricultural projects like Olam International's RSPO-certified palm oil plantations, which employ 9,000 people, as well as the Gabon Special Economic Zone and the completion of Owendo's deep-water seaport in 2017. Educated at Eton College and SOAS (University of London), with executive education from London Business School, he brings experience from presidential-level negotiations, infrastructure finance, IMF arrangements, and political economy analysis through multi-stakeholder engagement across Africa and the Middle East.

Lea Bongo, Chief Operating Officer

Lea Bongo is the Chief Operating Officer at Eldian Partners, where she ensures operational excellence and develops the firm's ethical compliance framework, particularly in the context of emerging markets consulting. With extensive operational leadership experience as the former CEO of Mayena Foods, along with senior roles in programme management and social impact initiatives in Gabon, Lea brings a unique perspective that combines business acumen with a deep commitment to governance, human rights, and political economy analysis.

Lea holds the International Compliance Association Specialist Certificate in Anti-Corruption (Merit), awarded in association with Alliance Manchester Business School, University of Manchester, a qualification essential for navigating the compliance demands of emerging markets advisory. She also completed the Oxford Strategic Management Executive Programme and the Oxford Private Markets Investments Programme at Saïd Business School, University of Oxford (both with Distinction). She also holds a Master 1 degree in Economics, Banking, and International Finance from Université de Bordeaux.

Johnny Lloyd, Head of Research & Analysis

Johnny conducts research, analysis, and due diligence for Eldian Partners' clients, specializing in emerging markets consulting. Educated at Oxford (MSc, Distinction), LSE (BSc, First Class Honours), and Sciences Po Paris (Year Abroad, Distinction cum laude), Johnny has also worked across the private and public sector in numerous countries.

His experience in the private sector has provided him with strong commercial awareness, the ability to tackle complex issues under time pressure, and a keen understanding of the necessity of superior client service. Equally, working with civil society actors and non-governmental organisations has equipped Johnny with a rounded conception of the mechanisms that drive economies and societies, particularly through political economy analysis.

While analysing value chains in Kenya to identify opportunities for the private sector to invest in local communities, Johnny recognized the importance of clear and effective cooperation between private and public actors for ensuring profitable and sustainable investment strategies in infrastructure finance. Similarly, working in Gabon and Cambodia enhanced Johnny’s cultural awareness and consolidated his desire to support investment into, and unlock capital within emerging markets.
